Park Clinton
Park is located east of Loop 610 East just north
of the Houston Ship Channel. The neighborhood
is served by both the Houston ISD and the Galena
Park ISD. With just 2,437 residents, Clinton Park
is one of Houston’s smallest Super Neighborhood’s
by population. Almost 35% of the children in the
neighborhood live below the poverty level and
over 40% of the adults in this aging community
do not have a high school diploma. High School
students in Clinton Park attend either HISD’s
Furr High School or Galena Park High School. Median
per capita income is less than $10,000, or about
a third of the U. S. per capita income. The neighborhood
is more female than male with a population that
is only 45.77% male. Over 90 percent (90.6%)
of the population is African American. The next
largest population group is Hispanic at 7.67%.
There are approximately 369 properties in the
targeted area of the neighborhood that are undeveloped
or have tax liens. Approximately 80 of those properties
have long-term tax liens.
The
City of Houston Planning and Development Department
describes Clinton Park by saying “Clinton
Park/Fidelity is a small community located just
north of Clinton Drive, adjacent to the City of
Galena Park. It is split between Houston ISD (Clinton
Park) and Galena Park ISD (Fidelity), and includes
a part of the Port of Houston. From its inception,
this area has been almost exclusively an African
American community. Spurred by the proximity to
jobs in the Port and nearby Ship Channel industries,
development in the area began before World War
II. Large holding ponds containing materials dredged
from the Houston Ship Channel are located adjacent
to the residential areas. The high earthen dikes
surrounding the ponds are distinctive forms on
this flat coastal plain. The wetlands created
by these dikes offer open space that permanently
buffers many residences.” For a City of
